Maddening VBA: Set cell to reference another

I've searched for far too long and can't find the answer so I must post as this has got to be easy for the experts:

2 worksheets, WS1 and WS2. I want to clear contents on the WS2, then ***Link*** WS2 cell C1 to WS1 A3.

That is, I want WS2 cell 1 to show "=WS1!$A$3" when viewed from excel and when I enter in a new value in WS1 cell A3, it will immediately reflects on WS cell C1 without having to run a macro.

I've been able to copy values but not actually set the link or cell reference as above which is maddening.
