Macro Security Settings - No Access?

Someone using a template of mine has told me his colleague is unable to use them because they don't have access to change the Macros Security from High/Very High to Medium... they just can't find this option at all.

I'm not yet sure what Excel version and don't have access to their computers but I was wondering if someone else may have come across this and knew what it might be.

Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
Plus, these settings can be overridden by corporate security policy, so you might find the options but they will be greyed out - your colleague will need to talk to his administrator.

Unfortunately not the solution I hoped it was. He is using Excel 2000 so I'm still stuck on why he can't see the Macro Security setting. Any other ideas?
