Looking for best look up feature for engineering docs

I have engineering docs with many different options. I am trying to figure out the best way to look up something based on quite a few factors and i am at a loss on where to begin

I first need to look up based on city requirements that I will select each of the following, probably from a drop down.
Exposure category B,C
Live load 10lb, 15lb, 20lb
wind speed 110mph, 115mph, 120mph

Then, i need to look up based on a "span" that i will enter and then it will tell me the materials required based on what it returns.

I can kind of see it in my mind. but i am struggling with where to start and which function to start with. Lookups aren't my strong suit. but i really think i can get this done. Even if i have to break it down into 50 smaller lookups and hide all the mess in a separate tab

Here is a picture of a section of the engineering i have for a visual. I will be converting it to a spreadsheet for lookup purposes, but before i do that work. I want to make sure i have a use for it.

Any help and question would be appreciated immensely

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
