Looking for a selection tool

Hello, I'm looking for a tool (preferably out of Microsoft Office) to help me with the following:
I'm trying to develop a selection tool for a manufacturer based on the criteria I load.

For example, if I were looking to buy a car. I want to develop a tool in which I can load specifications available by different manufacturers and have this tool let me know which manufacturer(s) can manufacturer that type of vehicle.
For example, I would select the type of engine, number of doors, and color option and would want the tool to output who can make that.
Does anyone have any ideas of how I can go about this?
I can envision what I'm trying to get to but have no idea how to get there
