Looking for a Cloud solution to support Camera Tools & Block download for Editors

Hi, I have multi sheet file that contain a big calculator, i want to share the calculator on the cloud. I tried M365, Gsheet, Zoho, ... All of them have these two problems:

1- As the calculator needs input so the shared sheet should be editable, and user should has the editor permission , and i can't restrict download for editors
2- The calculator contain some images and use camera tools , none of the mentioned website support camera tools correctly

Looking for a existed or a custom solutions for these two problems , Any idea?
