long numbers need to stay intact

I have a cell I need to enter long values that keeps changing.
If formatted as text I get

1.0194E+15

If formated as nuber I'm at risk of loosing the leading 0 (that I need)
Usually I set the format to be custom and select 0
But this one: 1019395451187499 keeps being changed to 1019395451187490

What would be a solution to preserve the cell value?
Is there a way to stop the automation, I feel I'm fighting against Excel.

Put an' before typing the number, or set the cell to Text.
