Locked cell/refuse input, until other cells are filled.

Hello!

I'm working on a spreadsheet at work and my excel skills are terrible.
The spreadsheet is used to log all the processed material and I want all the info regarding the material to be filled before they can sign it off with their signature.

As shown in this picture I want the cells in the yellow box to be filled before any input into the red box can be made.

Help would be appreciated.

Use Data Validation option for the signature cell, select Custom and enter formula in the
=COUNTIF(A1:P1,"")=0
Fill down
