Locked cell formatting - cut/paste

I have a spreadsheet where most all the cells are data validated with a drop down list. I only want users to be able to enter name, select drop down variable and finally be able to cut & paste data to other cells. My problem arises when the users cut & paste, the cell borders don't stay constant. So I'm wondering if we can lock cell formatting only but still allow users to enter data and cut and paste when applicable. Using Excel 2007. Any suggestions would be appreciated.

Also, without protecting the cells, when users do a cut/paste, it not only gets rid of cell borders but also deletes the data validation from the cells they are cutting from...
