I'm going to say no, but then I haven't learned anything new today yet.
AFAIK, your goal became impossible when you mentioned CSV import. You can "lock" fields if all data edits are via form based controls only. However, if you expose the table via an updatable query or datasheet or if the user can open the table directly, it is completely exposed.

I do what you want all the time with great success.
You can set the text box property for locked to yes. This does not lock the table. You will need to make sure that you lock down the database so that the users can get to the tables. Splitting the datasbe will make this a lot easier.
