list of countries, states and cities

Can please anyone help me.

In column A the person needs to select the country ( I have the list of the countries in column X, so simply it is a question of data validation )

Depending on the value selected in cell say A2, the dropdown in B2 should have the list of states to select ( I have in column Y the list of the state of India, For other countries, state / province list I do not have as 99% of my students are from India)

1. Here my problem is, the dropdown in B2 should show the list if country selected is India or allow the user to fill his state if he is from any other country

SIMILARLY depending on the value selected in cell say B2, the dropdown in C2 should have the list of cities to select ( I have in column Z and AA the list of the cities statewise of India, other country's city list I do not have)

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).

No sir,

this will allow the user to select the entry from the list base on the earlier selection, but not allow him to enter a new state or new city if the appropriate data is not in the list
Like say if he is from any other country except india
