Linking the Staff count increments with the # of stores

Hi all,

I am facing an issue with linking the headcount increments with the stores increments.

For example, I have a small stores rollover table, in which it captures the # of stores opened each year. What I want to do is to link the headcount increments with the stores increments (for example, adding 3 employees every 10 new store). Below is a snapshots of the tables.
