Link 2 Excels Using Powertools

I have 2 excels that I need to link. One is an excel file that is saved on a local drive (anyone can have it downloaded on their computer). Two is an excel file saved on sharepoint that is being maintained by us.

What I want is for the excel file saved on local drive to have its Cell A1 updated with what is being updated on Cell A1 of the excel file saved on sharepoint. I cannot give permission on the excel file on sharepoint and it doesn't allow me to use a link that can be accessed by Anyone (as it is disabled for our security purposes). Is there a way to make this happen using a third party app of power tool that will act as a bridge for both excels? Please let me know the steps. Thanks!
