Licence solutions for a macro enabled Excel file

I am attempting to commercialise a tool which I have produced over the years which uses a workbook with some VBA built it. I was going to use (and might still if we can get around two key issues) QLM who have been very helpful and tolerant of my questions.

The key requirements are that the solution should
* Provide trial, buy outright and pay monthly options
* Work with VBA and be simple to use
* Not require the customer to download an executable.

At the moment I am unsure if QLM can do the last part and am awaiting their response. I am also a little concerns about the User Data aspects as QLM don't appear to have any policies etc in this space which will make complying with UK and EU data protection laws harder.

Does anyone have any other suggests which I can look at whilst attempting to make this work with QLM?

Anyone have any experience of Excel Solutions and their products Quick Licence and Office Protect? First impressions are of a technical and capable product with a keen level of engagement however if anyone has any experience (good or bad) I would love to hear about it.
