Issue with Outlook 2003 rules not working

We have an automated process that sends an email from the distribution group IndustryTesting(one word) to itself, a second distribution list, one other person, and myself. I had tried to setup a rule to check incoming emails sent from IndustryTesting and move them to a specified folder, as well as setting up a rule to look for all incoming emails sent to specific people and listed all possible combinations of the people in the sent line, of course i tried each combination seperatly.

The problem i am having is while each rule i have made seem to have nothing wrong with it for some reason it isn't moving the emails i want moved, but instead is moving other emails that meet none of the specified requirements. This is also happening on the computer of the other person these emails are sent to so i know its not a problem with just my pc. Any help would be greatly appreciated since i get a ton of these emails every day and am wasting too much time sorting them myself.
