For example the 2 cells below - Is there a formula that can be used to create a likeness %,

Row 1 I would say is a match as they contain keywords, row 2 is not a match as there is no similarity

I am open to all recommendations

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney
Be hard to do with a formula but you could create a macro that loops through every word in won cell see if it exists in another. You would want to build an exclusion list to weed out definite articles like "the" and "a".
