Is mail merge formatting done in excel?

I'm working on a mail merge from excel. On some pages, the data comes over and is mostly spaced evenly but on other pages is spaced all over. Is there a way to get all the spacing to be consistent on each page so it doesn't look so sloppy?

I've tried to put the merge fields into a table, but when there isn't any data on the additional lines there is a huge wasted space where the empty lines from the table are.

Should i be formatting something on the excel spreadsheet to stop this from happening?

The OMPACTO is whats jumping all around.

Excel Facts

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
Mailmerge output formatting is handled entirely in Word. Your description suggests you have an issue with unsuitable paragraph formatting in Word.
