Is JKP's Name Manager still the best way to change the scope of named ranges?

Way back in 2012, I needed to change some global named ranges to local. I learned that the Excel Name Manager cannot do that. Sometime later, someone mentioned an add-in name manager from Jan Karel.


I installed it back then, but then did not need it, so 2-3 hardware upgrades since, I no longer have it installed.

I see that the Excel Name Manager still, after 14+ years, cannot change the scope of named ranges. Surprise!

So, is JKP's Name Manager add-in still the best solution?
