Is it possible to have a sort and filter button for specific rows then another sort and filter button x rows down in the same column and how?

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
If I understand your question correctly, select the first 9 items and the line Daily Procedures and then insert them as a table, with my table has headers checked and then repeat down the line for each section of your data, creating different filters for each specific data set.
