Is it possible to create a dashboard with Power BI desktop 2020?

Hello,
I am pretty new to Power BI. I downloaded Power BI desktop and I was expecting to create a dashboard but I'm not sure if this can only be done in Power BI service. Do you know anything about it?

Correct, dashboards are only available via PowerBI service. First, you need to develop your report using Power BI Desktop and then - once it's ready - you can Publish it to Power BI service ("app").
