Is it possible for Solver to specify a criterion instead of a specific target value?

Is it possible for Solver to specify a criterion instead of a specific target value?

For example, I want the target cell to be the maximum possible, below 100, and not a specific value.

Or is there any other tool?

Excel columns run from A to Z, AA to AZ, AAA to XFD. The last column is XFD.
Hi

You specify Max for the target cell and add the constraint that it's less than 100
