is changing cell height and width consider as part of formatting cell?

I formatted a cell which has text content. I changed color, font size etc. Then I resized the cell by changing the height and the width. I wanted to delete the formatting so I went to Home-->Cell->clear format. I got rid of the format. However the height and the width of the cell did not come back to its origin! Thank you so much.

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
My first thought would be "When I set the width and height, do I use "FormatCells" like in adding borders?
If not, to my thinking it is not part of the formatting.
Maybe someone else has a better explanation though.

You can't have a cell having a different width and height than its entire row or column, it is a formatting but not for 1 single cell.
You can copy an entire column, then Paste Special -> Formats on another column, and it would paste over its column width as well. So it is considered a formatting but for column/row, not a single cell.
