Inserting text from another tab

Good Morning,

I have an events spreadsheet and would like to do the following.
The tab with the information is called Events Notices as follows:

On the events page I have 31 rows of different events and not sure if it is possible when I put in the theme in D3 how it reads from the Events Notice tab to put the correct description in there with the formula that I already have.

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
