Insert a new row if the sum value is 250

HI All,

In column A I have numbers, need to add up the value in the column A and if the value is 250 then insert a row and in the new row need the total value of column B and in column Sum of column B multiply with 1.16. At time the sum of column A will not be exactly 250 in that case it has to calculate the previous number which is lesser than 250.

E.G ... if the value is 251 then it has to take the previous value of 249 and insert a row.
