Insert a background and fitting it to a page in Excel 2003

I'm comparing Excel 2003 to Excel 2007.

In 2007, you can insert a background and make it fit the page to print by using a header.

In 2003, you can insert a background also using a header, but how do I make it such that the picture fits the page in 2003?
