IndexMatch, XLookup, Greater than Less Than Formula assistance

Table 1 Has the Data Set I need to Pull From

Table 2 Is where I am trying to populate the AVERAGE % so that it doesn't need to be hard keyed each change from Table 1.

So what I am looking for is IF Table 2 Column A Row 18 equal/greater Column A and Equal/Less than column B from Table 1 and Matches Row 1 COLUMN B:F and Table 2 and Row 5 Column C:O it will return the average for the correct section.

Is this clear?
