Index with Multiple Conditions

Hi All. I am trying to use an Index function with two conditions, but seem to be having trouble with the correct formula. The formula works when I use each condition separately. Probably missing something obvious, but I would appreciate your help. The Excel worksheet is attached for your reference. Thanks.

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.

Excel Formula:
=FILTER(A2:A21,(B2:B21<E4)*(C2:C21<E6))
