Maybe something like this.
Formula in E13 can just be copied down.

Formula in F13 is an array formula and must be entered with CTRL-SHIFT-ENTER (command-return on MAC).
This formula would be copied down and across to catch any vendors with duplicate min price.

WOW!! That did the trick! I think I was circling the solution, but was missing an argument somewhere. Arrays are not my strong point.
