Index Match data to provide multiple results in columns works in some cells but not others

Can anyone view the picture?

Trying to use this function to pull corresponding data from and copy horizontally to adjacent columns...Seems simple....The problem is the formula appears to work when I paste it down and over in some cells but isnt retrieving data from the list in other cells, really weird....Occasionally I have run into cell types that need conversion text to numbers or but in this instance nothing seems to be working....

=INDEX($F$9:$F$1045,SMALL(IF($A$9:$A$1045=$T729,ROW($F$9:$F$1045)-ROW($F$9)+1),(COLUMNS($U729:U729))))

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
