INDEX and MATCH formula to search column for a value, if value is found, list row names

I am looking for an excel formula that will filter data in the cart below. Cells A16 and A19 are both drop down lists. Depending on what job title is selected in the A19 drop down, I want a formula that will search the table, match the job title selected, and any cell that has a value for that job title (in this case, that would be "x"), list the corresponding application

Below is the formula that I've been working with but it is not doing what I want. I am also not opposed to using a VBA code to accomplish this. Any help would be greatly appreciated
