indeterminate relationship

When trying to create a relationship between 2 tables, it reads "indeterminate". I get the error
'no unique index found for the referenced field of the primary table'
Please help. I have read many forums but I am still stumped.
Here is the scenario:
Table 1 (Work) Table 2 (zip codes)
First Name City
Last Name ------- Zip
Title
Company
Address
City -----------------
Zip
What I am trying to accomplish is this: I want to create a form and in the city field, I want the Zip code field to automatically fill in based on what name of the city is. So I created the zip code table. I want to create a relationship with the City in Table 1 to Zip codes in Table 2.

Am I on the right thinking track? Is this how I accomplish this?
I clicked on City (Table1) and dragged in over to Table 2 hovering over Zip (Table2). It then opens up edit relationship...this is where it reads indeterminate.

Do you have an ID field as the Primary Key in your tables.
