When I attempt to do View then Arrange All in Excel 2013 the results are very inconsistent. More often than not the windows will not arrange, no matter which arrangement I choose. Sometimes Arrange All will work if I open all the spreadsheets from within Excel at the same time and sometimes it will work if I just open all the spreadsheets from Windows Explorer, but even those two methods do not work all the time. I am using Windows 7. This is very frustrating and despite many Google searches I have not been able to find anyone else who has the same issue.

Came across your post while trying to find out why I too can never get the View | Arrange... to do diddly squat. Basically it appears that this option is now all but useless. However, Andrew P. did post a useful link in a similar thread. Perhaps this will help you or others that are experiencing the same frustration?
