In the Excel 2016 Visual Basic Editor the Modified Standard Tool bar won't stay after exiting Excel

I'm having trouble with the Standard Tool bar. I use the comment block and uncomment block a lot and so I add it to my Standard Tool bar. When done I close Excel. The next time I open the Visual Basic Editor the comment block and uncomment block icons are gone. This also happens when I add the entire Edit Tool bar. This behavior has just started in recent days. I am on a network, but don't roam around so I don't need a roaming toolbar. I also don't have any AddIns. What has Microsoft gone and done now?

Any guidance is much appreciated.

Are you sure your IT dept haven't changed permissions so you can no longer save changes in the registry?

Now, that you mention it, I am not sure. They are always doing something to make us 'more secure'. Thanks, I'll check with them.
