Import VBA and assign values to specified fields

I would appreciate some help. I am an inexperienced VBA user. I would like a VBA that takes a .CSV file and places the values into an excel worksheet in specified locations. The .CSV looks like this. The highlighted numbers are the ones I want extracted.
Following is the xls file. The number of possible layouts is 20 (A, B, C, etc.). The number of parts per layout will not exceed 10.

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
