Ignore blanks in data validation?

I'm trying to edit a feedback sheet to use for my students and I'm trying to set it up as a template so it can easily be used for other topics.

All the feedback statements I want are on the first sheet (criteria) and the feedback will be on sheet 2 (printing sheet).

At the moment, I have blanks in the columns in the criteria sheet as I may need more space for future feedback, my question is, is there a way to make the drop down validation lists on the printing sheet ignore those blanks?

Currently, one of the ranges is C8:C29, but I am using C8 to C18 and then C25 to C29, the other ranges only have blanks at the bottom though.

Is there not some sort of IF(ISTEXT or IF(ISBLANK formula I can put into the validation tool?
 
Add on thought, using that formula as a base, is it possible to tweak it so that the drop down lists ignore used values?
