IFERROR not returning a Zero

Hi, I don't know if someone can help. If have a formula as follows:

Excel Formula:
=IFERROR(OFFSET('Competency Score-Applicability'!$C$12,0,ROW()-2),””)

The idea being that wrapping the formula with iferror will return a blank rather than a zero if the cell is blank. However, it's not working. Not sure what I am doing wrong?
 
A blank is not an error. ;)

Excel Formula:
=IF(OFFSET('Competency Score-Applicability'!$C$12,0,ROW()-2)="","",OFFSET('Competency Score-Applicability'!$C$12,0,ROW()-2))

If you had 365 you could shorten that with a LET. If the return value should be text (not a number/date), you could also just use:

Excel Formula:
=OFFSET('Competency Score-Applicability'!$C$12,0,ROW()-2)&""
