If/Vlookup formula

Hi, I'm looking for a version of a vlookup that returns a value based on 2 matching criteria. As shown in the attached file, I've made a simple version including 3 columns. If the Department AND Budget Program in column F match the Department AND Program in Columns A and B, I'd like F4 to display the Program Purpose (column C). Seems pretty simple but I'm stuck.

Appreciate the help!

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
