If value started with specific number, insert number before value

Hi Guys,

I'm looking for a script. A script when a cell starts with a specific number than insert two numbers before that number.
I have the following excel cells:

Book1
A
12009/27
21988/14
396/97
42007/270
51986/2
61998/53
71988/83
892/70
91989/123
1093/24
Sheet1


Now i want that IF the cell starts with a 9, thain insert two numbers (19) before the 9. Like 98 -> 1998

So the Excel file would be:

Book1
A
12009/27
21988/14
31996/97
42007/270
51986/2
61998/53
71988/83
81992/70
91989/123
101993/24
Sheet1


Hopefully someone can help me.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
