IF statement not producing requested data

I am trying to sum an employee's PTO. They only qualify if they arrived at work on time every day of the week. I have created a formula to say "yes" if they were on time and assign the daily value (1/7th of weekly value). Then there is a column that sums up the daily values. The next step, the one I am having trouble with, is to show if that sum met the weekly value, which would equal yes to all seven days of the week.

What I thought would work was an "IF" formula - if the total = x, then show x, else show 0.

It does not work....
