IF statement based on a number in a certain position in another cell

I need to know how to write the following:

=IF(3rd digit in cell J2="2","2-10051","1-10031") I do don't know how to obtain the 3rd digit. I tried researching this and tried several ways but got "error" or "false".

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
Try
=IF(MID(J2,3,1)="2","2-10051","1-10031")
