If number is greater than or equal to List of Numbers

Hi please help with how to build formula in excel for

- If Delivery Zip Code is (1) greater than or equal to the listing in column D AND (2) less than or equal to listing in column E
- AND Pickup Zip Code's first 3 character is (1) greater than or equal to listing in column A AND (2) less than or equal to listing in column B
- THEN (output is number in) column C

It looks like a range of numbers between column D and Column E, which at first glance looks like you could just use XLOOKUP but your sample is missing ranges.
Is there no range that starts with 00600 for example?
