I have a forecast from August '20 til August '21 but I would like to times the existing data by the percentage growth for the relevant country and fiscal period. Country (col A, A6 downwards)) and fiscal period (row 5 (E5 and onwards)):

I have the growth assumptions in a separate tab called "Assumptions" - as you can see Fiscal Period is in row 9 and Country is in column A:
1) I want it to pick up next month's growth data, rather than what month we are looking in the forecast. So for example, if the forecast is for October 2020 (Fiscal Period 2020P11), I want it to use the growth data for Fiscal Period 2020P12.
2) If the forecast is in the current month we are in, I don't want it to use the growth data at all. So we are in August now, I don't want it to use growth data at all. Only in future months.
