The formula must show H4 if I4 is positive, H5 if I5 is positive and so on..
From H4:H20 it will consider only positive numbers from I4:I20, so if there any negative numbers it wont count H

An example: if I4=12 , H4=56 than since 12(I4) is positive it will show 56(H4),if I5=123, H5=43 than it will show 43(H5)
Samething for the rest I6=-10, H6=77 than it will not count a negative number and wont show H6.

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
