IF function

hello,
I'm hoping there is a really simple explanation to this as i can't see why there shouldn't be.

I have used an IF function to return a value in to a cell providing it is larger than another. when I then want to multiply the returned value by two I always get a value returned that is one less i.e. 9*2 = 18 but it returns 17. can anyone explain?

If I am not making much sense could somebody email me at harrythorne@hotmail.com and I will email them the worksheet with the problem cloumn more obvious,
