IF as DAX

I have this column as Hourly bucket and Minute bucket table name is Calling RawData.

In excel this is perfect as

 =Q3&":"&IF(R3<30,"00","30")&" To "&IF(R3<30,Q3,Q3+1)&":"&IF(R3<30,"30","00")

out put is 8:30 to 9:00

I am trying to create a new measure by name Half hourly bucket to apply the same on the Power BI DAX, but no luck, any suggestions

You might want to explore the following IF THEN ELSE
Try Add Conditional Column found in Add Column / Conditional Column in the Power Query Editor
Name the new column
Select the Q3 the Operator the value the the Output and add Clause
