IF / AND statement??? Thanks!

Hello!

so we are managing ads for 2 different groups at the same time. 1 group has a potential for 3 different ads and the other has 2. Ads can overlap during the day and when they do, the expense is split evenly, but only for the 1st overlap. any remaining overlap is solely the responsibility of that group


For example. Group 1 has ads 1,2,3. Group 2 has ads 4,5.

#'s are simplified
If only 1 group is running an ad during that hour its $12. Each additional ad is $2/hour.
If group 1 and group 2 are running 1 ad each then the total is $14, but divided by $2. ($6/ per hour each)
However, if Group 2 is also running a second ad then their total for the hour would be the $6/hour + an additional $2 while group 1 stays at $6/hr. Each additional ad for the group does not get divided and split with the other group.

In the picture, i just put a space in the 30 min time block for when the ads will run. Group 1 is in the top 3 rows and group 2 is in the bottom 3 rows of the alternating gray and white section with the blue in it.
