Hi!

What is the most efficient way to compare two cell values and return a TRUE value when the values are within a given range. 05% as an example.

Here's one way...

=IF(MIN(A1:B1)/MAX(A1:B1)>=0.95,"TRUE","FALSE")

This assumes your cells are next to one another.
