I can't seem to use carriage return/enter to start a new line in my replies. Using IE 10.
 
I just started having the same issue with IE9 too recently, and found out that my Compatibility Mode had been turned off (maybe due to some update).
I turned it back on, and the Carriage Return started working again.
 
The forum just needs to upgrade to the latest version of ckeditor, this bug is well documented - the version here has a few issues with IE10
 
On both my home PC and my work laptop I have blocked (i.e. do not show) updates to IE. So I am still on IE 8 which may be old fashioned (like me) but at least it behaves :)
