Icon Sets and Percentiles

I have the following data and I want to use the icon sets in conditional formatting and need to be able to have the icon colored red (below), yellow (on track), green (meeting goal) when compared to a single cell. Is this possible and how? If the 10th percentile, for example was less than the current rate it would be red, etc. The yellow icon would be Projection meeting goal with less than or equal to 3% tolerance. I want to have the icon in the cell with the number. I hope this makes sense and that it can be done. The business and performance goal would also need this comparison calculation. Thanks so much!!
