I have been gone a while. pulling data from a C&E document. Cause and Effect

I work in PSM oil and gas related facilities. One constant and terrible document we have is the Cause and Effect. It is essentially a X and Y axis table of Causes and effects with X denoting relationships of the two. How could I create something that I could look at a single cause or effect and it would pull out the correct opposite data in a form type layout. I have included an overly simple example. Thanks in advanced. I have been out of excel work for a while now but this need is growing our tables are getting more complex all the time. Notice some note to variables that may be more than just the typcal X used.

Effect 12, Effect Desc 12
has Causes
Cause 2, Cause Desc 2
Cause 10, Cause Desc 10
Cause 13, Cause Desc 13
Cause 16, Cause Desc 16

or Cause 7, Cause Desc 7
has Effects
Effect 4, Effect Desc 4
Effect 5, Effect Desc 5

You can just post the code, the same way you have in the past.
