I can't scroll vertically when editing cells in excel 2010

Hello,
I am using excel 2010 and I can't scroll up or down while I'm in the formula bar to edit the cell, but I can move horizontally.
My colleagues are using the same excel and they can scroll either way. I searched the internet for over a week and came up with no solution.

To narrow down your suggestions:
-Scroll Lock is off
-Panes are not freezed
-Neither touchpad&trackpoint nor mouse are working
-There is no wheel exceptions in mouse properties

Can you please help me?

Couple of thoughts

Excel Options > Editing Options > Zoom on roll with intellimouse to OFF
Excel Options > Editing Options > Allow Editing directly in cells to ON
